Call to Order
The Chair called the meeting to order at 9:10 AM.

Approval of Agenda
Moved by Councillor D. Roberts
Seconded by Councillor J. MacPherson
“That the Agenda be approved with additions.”  Motion carried.

Election of Vice-Chair
Chair S. Cameron called for nominations for the position of Vice-Chair of the Public Property & Streets Committee.Councillor J. MacPherson nominated Councillor D. Roberts for the position of Vice-Chair.  Chair S. Cameron called three times for further nominations.  Hearing none, Councillor D. Roberts was the only  nomination.

Business from Minutes

Elm Street Sidewalk
Discussion took place and it was noted that this project has been earmarked and will probably come forward from last years' Capital Projects.  Some issues will have to be resolved prior to work being planned. Public Works “To Do” List Councillor Roberts advised K. Proctor that she would like to see the practice of distribution of the Public Works “To Do” list continue as she found it very useful.

Traffic Line Painting
K. Proctor noted that having Public Works staff carry out some of the required line painting is probably not financially practical.

James Street (to Post Road) Sidewalk
Discussed briefly, noting that the Town boundary line lies outside the area in question.

Canal Bridge Project
K. Proctor updated the Committee on the status, and possible costs, related to the project.  It was noted that a meeting of stakeholders is scheduled for later this morning.

TCH 104 Community Liaison Committee
Project is scheduled to proceed in two phases.  It was noted that due to perceived higher costs, some tenders may have not be called although it is anticipated that portions of tenders will be called by the Province in the Spring.

Community signage was briefly discussed.

Winter Conditions (Ice Report)
K. Proctor advised the Committee that this matter deals with ice as it relates to the Wright's River (Canal) Bridge.  A camera is in place for observation.  Ice thickness and precipitation are also monitored (budgeted items).  A staff report is created which is used to support the application for removal of gravel bars when necessary, with regulatory approval required.  Mr. Proctor noted that this is also a reminder for applying for such applications.

Right of Way Matters
K. Proctor advised that there is a need to determine the status of the following rights of way: Kirk Street, Adam Street, and the top of Hillcrest Street.  It was noted that acquiring property at the top of Hillcrest Street would aid in it becoming a proper cul-de-sac and assist with snow removal activity.

Water Metering Program
An application for Infrastructure through the Building Canada program has been approved. The implementation of the Program is expected to curb unnecessary usage and aid in leak detection.
Tenders were called and received with a recommendation expected to come before Council this evening.

Martin-Court-Hillcrest-Fatima Streets Paving
Chair S. Cameron indicated that, given the nature of the remaining items on the Agenda, that approvals would not be discussed, rather the items put in point form for future consideration as the upcoming budget moves forward.

It was noted that the Brookland Street sidewalk request was received on behalf of Canada Post.
